Job description

Objetive:

Ayuda en Accion Ethiopia is seeking an experienced person for the position of area manager which is a strategic field-based management position in charge of strategic direction and oversight of two area offices, Borena and Wolayita

 

Responsibilities:

  1. Strategic management
  • Implement Area Programme Strategy (2023-2025) in line with annual planning.
  • Provide oversight of annual expenditure in Area of responsibility and take remedial action if gaps are identified.
  • Coordinate with Programmes Director and Grants Manager on conducting regular and ad-hoc needs assessment feeding into programme development in Borena and Wolaita Zones.
  • Contribute to discussions on strategic direction of the Ayuda en Accion programme in Ethiopia, fundraising and developing proposals to be implemented in Borena and Wolaita.
  • Pro-actively build collaborative partnerships with government, local partners, Alliance2015 and other international organisations to seek synergies and joint programming opportunities.
  • Represent Ayuda en Accion in strategic meetings and coordination platforms with regional and zonal government representatives, donors, partners and other stakeholders.
  • Represent Ayuda en Acción in joint coordination meetings with Alliance2015 in Borena and Wolaita Zones.

 

  1. Programme oversight
  • Provide oversight of ongoing programme activities ensuring high quality, timely implementation and utilisation of allocated resources.
  • Support the programme and operational teams in adopting project cycle management tools.
  • Carry out regular monitoring of projects implemented in areas of responsibility and identify gaps and solutions to tackle them in close coordination with the Ayuda en Accion national office.
  • Ensure the programme teams provide accurate data for periodic internal and donor reporting.
  • Facilitate stakeholder visits to programme areas.
  • Facilitate collection of data in line with knowledge management planning ensuring that best practices and lessons learned are disseminated internally and to external stakeholders.
  • In coordination with MEAL Manager (Addis Ababa), ensure accountability measures are in place, organisational Code of Conduct is followed, including strict compliance with Protection from Sexual Exploitation and Abuse, and core humanitarian standards and principles are respected.

 

  1. Operational management
  • Ensure understanding of and compliance with organisational policies and procedures, including Logistics, Procurement, Finance, Human Resource, Safety and Security and others.
  • Forecast cashflow needs in Area Offices and request resources in due time.
  • Oversee procurement of goods and services as per annual procurement plan and in close coordination with Operations Director (Addis Ababa).
  • Ensure all staff have valid job descriptions guiding their organisational roles.
  • Participate in the recruitment of staff as per the HR plan and guidance from the national office.
  • Support staff in developing their work plans and implement participatory performance management in line with the organisational Human Resources policies.
  • Provide oversight of scanning of capacity gaps in the Area Office teams and contribute to formulating capacity building plans at Area Office level.
  • Assume responsibility over regular collection and dissemination of Safety and Security information following organisational management tree.
  • Ensure Safety and Security plans are regularly reviewed and followed by staff and the sanitation standards in field office are implemented preventing health hazards.
  • Follow up on procedures for fleet management, drivers’ training preventing accidents and the implementation of local vehicle safety policies.
  • Ensure Area Offices maintain appropriate and secured storage facilities with relevant documents and office material.
  • Ensure main offices and sub-offices provide a suitable working environment for staff in line with the Office Management guidelines, implement transparent conflict management, and contribute to the culture of teambuilding and cooperative relationships among staff

 

 

Requirements

Knowledge and experience:

  • University graduate with the focus on Agriculture, Disaster Risk Management, Livelihoods or related field.
  • At least 8 years of previous experience working with international organizations and at least 5 years of previous experience in similar management roles.
  • Specific technical expertise in Agriculture and Pastoral Development, Value Chain and Enterprise Development, Humanitarian Aid, Nexus Programming and Inclusive Development (with focus on age, gender and disability) are an advantage.
  • Proven track record of managing and developing collaborative partnerships with other NGOs, government and private sector actors.
  • High commitment to humanitarian standards and principles and promoting gender equality.
  • Practical knowledge of instruments, frameworks and protocols applied in development and humanitarian practice.
  • Advanced knowledge of project/programme cycle management and project design skills.
  • Proven report writing skills.
  • Detail knowledge of humanitarian and development needs and political and security issues in Borena and Wolaita Zones

Other requirements:

  • Advanced knowledge of MS Windows and ICT tools
