Job description

Objective of the position

  • Reporting directly to his/her immediate superior, Country Director, the person will be responsible for:
  • Manage, supervise and ensure the proper management of financial, human, logistical and material resources in both the National Office and the National Program, always in coordination with the Country Manager, in accordance with the principles of transparency, policies and regulations promoted by AeA.
  • Collaborate in the achievement of the Organization's objectives and promote the implementation and execution of the institutional processes in Uganda, in coordination with the teams at the Headquarters in Spain and the Uganda Country Program team.
  • Participate in the processes of budgeting, closing forecast, as well as execution and control of AeA funds in Uganda.
  • Coordinate the financial audit and prepare the financial statements in accordance with legal, tax and accounting principles and standards in force in the country.
  • Ensure the institutional reporting providing periodically and hierarchically to his/her immediate superior, the Country Director , as well as functionally to the Foundation's Headquarters located in Spain.

 

Responsibilities

  • Administer and manage daily the financial, human, logistical and material resources of the institution both in the national office and in the national program, complying with the regulations and control systems in force.
  • Ensure compliance with the formal, legal and tax aspects of the national program, according to the requirements and regulations of the country, the Foundation, government agencies and / or other private entities, as appropriate.
  • Supervise and manage the institutional treasury to guarantee the operation of the national office, the national program and/or the execution of projects.
  • Responsible for maintaining asset inventory and insurance, among others.
  • Periodically prepare financial statements in accordance with Ayuda en Acción's internal regulations, as well as the country's legal, tax and accounting regulations. Ensuring the quality of accounting information.
  • Guarantee the accounting closings, supervise the correct execution of the accounting and administrative processes, complying with Ayuda en Acción's policies and regulations. Implement and design the organization's work processes, based on corporate procedures.
  • Custodian of all administrative and accounting information generated from the national office administration, ensuring the management of physical and electronic files and documentation of the national program.
  • Coordinate the administrative-financial audit of the external or internal national program in coordination with the corporate areas of the institution, ensuring the required documentation deliverables.
  • Elaborate and monitor the operating budget, as well as support the elaboration and implementation of the programmatic budget, ensuring compliance with established administrative processes and procedures.
  • Support in the annual planning process, budget execution, as well as the annual closing forecast. Support the processes of budgeting, execution and control of the financial resources of Ayuda en Acción in the country.
  • Supervise the execution of funds allocated by Ayuda en Acción to the country for the implementation of projects, whether these are managed by Ayuda en Acción or by third parties.
  • Support the financial monitoring of local partners and co-financed projects if necessary.
  • Coordinate with the management team and the Country Management for the effective achievement of institutional objectives.
  • Manage the effective implementation of the National Program Operating Manual.
  • In coordination with the Country Manager, plan the procurement processes necessary for the execution of the operations and maintenance of the Office, supervise their implementation.
  • Manage the procurement of goods and administrative procedures for the contracting of goods, works and services according to the organization's policies.
  • Contribute and support the Programs team in the identification and formulation of proposals to be submitted to external donors.

Requirements

Expertise and experience 

  • Studies in Auditing, Economics, Business Administration or Accounting.
  • At least 5 years of experience in similar positions.
  • Advanced knowledge of accounting, treasury management, tax, human resources, budgeting and budget management.
  • Knowledge of the current labor, tax and contractual legal framework.
  • Good knowledge of Microsoft Office and Internet: advanced Excel and PowerPoint.
  • Knowledge of ERP, knowledge of SAP is an asset.
  • Experience working with international donors and knowledge of their regulations.
  • Languages: English is required, and other languages such as Spanish, Portuguese or French would be an asset.
  • Experience in administration of international cooperation organizations.

  • Driver's license.
  • Flexibility in working hours
  • Qualification as a chartered accountant and/or public accountant would be an asset.
  • In case of being a national of a country other than Uganda, the candidate must have a work permit at the time of application.
