Job description

 

The Humanitarian Response Coordinator will report to the Program Director of the country office and provide the overall technical and administration support in strengthening and developing humanitarian emergency responses as well as nexus programs with in Ayuda en Accion Ethiopia field offices (development projects/programs), development partners, stakeholders and other humanitarian actors. This includes: provide support to better positioning the organization in the humanitarian sector in order to be recognized as a relevant humanitarian actor in Ethiopia; to provide proper guidance and support on AeA humanitarian and fundraising strategies development in order to properly approach the main humanitarian donors like ECHO, OFDA, OCHA etc. ; set up and implement capacity building activities like training and guides to Field offices, staffs, partners, humanitarian actors, and communities and support them with the necessary documentation, communication and reporting along with the organization structure.

 

  • Key responsibilities:

 

  • Strategic Management and Leadership

 

  • Being a senior technical/professional person, ensure that Ayuda en Accion’s organizational policies are met and actively contribute to the overall strategic development of the country programmes, taking the lead on humanitarian related issues,
  • Support the country management team in Contextualization of Ayuda en Accion’s global humanitarian strategy to the Ethiopia context,
  • With the direction of the program director of Ayuda en Accion Ethiopia, develop and maintain a network for Humanitarian actors and issues. Liaison Ayuda en Accion Ethiopia to donors and diplomatic missions (ECHO, OFDA, OCHA etc.) and communicate AeAE public policy and advocacy positions as and when appropriate to institutions, government, international, UN, national and local organizations as required,
  • Support the program Director of AeAE in resource mobilization and negotiation of appropriate resources in collaboration with the field office managers, different functions and partners,
  • Maintain an analysis of the humanitarian context in Ethiopia and use this to inform the program function and country office for further designing and implementations of interventions;
  • Liaise the humanitarian response works of AeAE with other key institutions with in the country and monitor key indicators;
  • With the direction of the program director and in close collaboration with the Country office MEAL Senior specialist develop mechanisms for monitoring and evaluation of humanitarian and Nexus programmes with an emphasis on accountability to affected populations and using digital data gathering as a preferred option where appropriate;
  • Promote and contribute to learning and improvement of program quality (internal evaluation and joint visits)
  • Work with program team members to link humanitarian programmes to other programming promoting nexus approach toward durable solutions, including advocacy and longer term programmes where appropriate and indicated;
  • To contribute to implementation of AeAE Country Strategy with a focus on humanitarian preparedness, response and protection;
  • To be an active participant in planning and analysis; understand relevant local, national and global humanitarian and program objectives;
  • Capacitate staffs, local partners, alliances, etc. on early warning and emergency response mechanism.

 

  • Humanitarian Preparedness, Response and Programme Management

 

Preparedness 

 

  • Support the program director in the design and development of appropriate contingency plans, and related preparedness and mitigation strategies, including capacity building initiatives, to ensure AeAE’s humanitarian mandate can be met at all times;
  • Ensure relevant AeAE filed offices, partners and alliances have updated humanitarian contingency plans and that key staff are trained on the same;
  • Before humanitarian crises, coordinate the preparedness by ensuring that well-trained human resources are always ready to act and material resources are pre-positioned in strategic locations as far as funds are made available.

 

 Programme Management and Response 

 

  • Provide support to the program director for the strategic and effective leadership in pulling together AeAE’s humanitarian response and any scale up of the same as well as Nexus building actions: this include but is not limited to coordination within AeAE’s national, regional and filed program/projects on humanitarian issues but also ensure an appropriate coordination role in the overall national/ local response as can be expected with regards to AeAE’s needs and technical expertise;
  • Coordinate on the overall management of the on-going humanitarian programme with in the country program;
  • Develop and maintain close working relationships with Field teams and functions of the country teams (Monitoring, Evaluation, Learning and Accountability Senior Specialist, Communications Coordinator and grant Coordinator, Solidarity Link Coordinator), and strengthen AeAE’s overall program quality;
  • Develop and manage an appropriate response to humanitarian crises in line with agreed standards (e.g. Core Humanitarian Standards, Code of Conduct; SPHERE, AeAE’s strategies, Policies and best practice;
  • With the guide from the program director and support from the international Humnitarian manager, facilitate and guide the development of an inclusive rapid situation assessment mechanism and develop high proposals for emergency response meeting internal standards and donor compliant ;
  • Support the program director and do coordination to ensure that the humanitarian programme is implemented in a consultative, participative and gender sensitive way;
  • Ensure a linkage/continuum between relief, recovery and on-going development programmes;
  • Coordinate and support on enhancing AeAE’s ability to respond in a timely, appropriate, accountable and cost-effective manner to humanitarian crises in programme areas, with a focus on programme quality and accountability to affected people;
  • Support partner organizations in developing and delivering projects within agreed parameters;
  • Ensure that key humanitarian information is circulated timely, within AeAE program/projects, partners, alliances and other actors;
  • Report regularly to the Program director and country management team as appropriate with agreed indicators against the overall objectives;
  • With the direction and support from the program director implement Complaints Response Mechanisms (CRM) for accountability and transparency reasons, particularly in respect of the beneficiary populations in Ethiopia

 

Representation/liaison 

 

  • Liaison AeAE in appropriate humanitarian forum, platforms, cluster and other coordination spaces at a local and national level with government authorities, UN organizations, NGO’s, private sector and donor agencies.

Offer terms

  • Immediate incorporation and full working day,
  • Fixed/permanent contract with probation period indicated in the law of Ethiopia.
  • Duty station: Addis Ababa, with frequent travel to regions, zones, project/program areas, communities with in the country.
  • Remuneration according to the salary policy of Ayuda en Acción.

Requirements

  • Technical Skills, Experience & Knowledge:

 

  • MSc/MA in the fields of Disaster response and management, Emergency Aid, Agriculture, Natural resources management, Development studies, Food science, Nutrition, MPH, Social anthropology, Sociology, Social work, or relevant training for the post,
  • Minimum 8 years' project and management experience in implementing emergency relief aid measures of agencies, linking emergency with long term development as well as Nexus building actions,
  • Proven experience in designing and implementing actions funded by ECHO, OCHA, USAID and other relevant humanitarian donors,
  • Knowledge and understanding of Emergency Food Security and Livelihoods, Education and WASH programming in emergencies, humanitarian response, complex emergencies, conflict resolution and international humanitarian law/standards,
  • Experience of implementing gender sensitive humanitarian interventions and mainstreaming protection in humanitarian interventions,
  • Experience in logistics, Coordination, cooperation, teamwork and organisational skills, even under difficult conditions

 

  • Qualities and key Competencies

 

  • Ability to structure and manage complex tasks; including experience in work planning, coordination and activity budgeting,
  • Ability to work independently and take initiative while also having strong team building skills and ability to persuade with diplomacy,
  • Good in camera management, taking photos, picture, videos, good computer skills, some software applications, quality and standard information, data collection and reporting,
  • Good writing and analytical skills with proper written and spoken English. Ability to develop well written, cohesive reports that are responsive to the sponsor’s needs.
  • Able to communicate in different local languages and culture are an advantage.
  • Availability to travel and to move to rural areas and communities.
