Background

Ayuda en Acción has an Institutional Security Plan for Mozambique, which establishes the strategic and operational framework for managing security risks affecting personnel, assets, and operations in the country. This plan is aligned with Ayuda en Acción’s global security policy and with national and international regulations applicable to humanitarian work.

Within this framework, Ayuda en Acción maintains an active presence in Cabo Delgado province, an area characterised by a complex security environment marked by armed incidents, population displacements, and access restrictions.

Although both the Mozambique Security Plan and the specific Cabo Delgado Security Plan provide general guidance, the Palma office requires a complementary operational plan that addresses its specific reality, geographical location, staffing structure, and logistical capacities.

For this reason, this consultancy is launched to develop detailed contingency, hibernation, and evacuation plans tailored to the Palma office, in coherence with Ayuda en Acción’s national security framework.

 

 

General Objective

To develop a Comprehensive Contingency Plan for Ayuda en Acción’s office in Palma, including practical and up-to-date hibernation, evacuation, and operational continuity protocols, aligned with Ayuda en Acción’s Institutional Security Plan for Mozambique and the Cabo Delgado Security Plan.

 

Specific Objectives

  • Analyze the security context and specific risks impacting Ayuda en Acción’s Palma office and its operational environment.
  • Assess the office’s existing capacities, resources, and procedures in the areas of security, communication, logistics, and emergency response.
  • Design detailed and practical protocols for hibernation, evacuation, and business continuity.
  • Develop preventive and corrective recommendations to strengthen staff preparedness and response capacity.
  • Conduct a training session for Palma office staff to ensure full understanding and effective implementation of the plan;

Requirements

 

Scope of the Consultancy

The consultancy will cover:

  • Ayuda en Acción’s office in Palma and its staff.
  • The assets, equipment, and vehicles associated with the office.
  • Coordination with the Pemba Office, the Country Office in Maputo, and the National Security Team.
  • Interaction with relevant external stakeholders (INSO, UNDSS, local authorities, NGOs, and INGOs operating in the area).

 

Deliverables 

  1. Risk and local capacity assessment report.
  2. Contingency Plan for the Palma Office.
  3. Implementation plan.
  4. Training and awareness session.
  5. Final consultancy report.

 

Methodology

  • Desk review of the Institutional Security Plan and other relevant documents.
  • Internal interviews and consultations with staff in Palma, Pemba, and Maputo.
  • External coordination with INSO, UNDSS, and other NGOs/INGOs operating in the area.
  • Participatory analysis and design of protocols.
  • Final validation and staff training.

 

Duration and Location

  • Total duration: 15 calendar days.
  • Main location: Palma, with virtual or in-person coordination with Pemba and Maputo offices.

 

Individual Consultant Profile

  • University degree in security management, risk management, or humanitarian emergency management.
  • Minimum of 7 years of experience in security management in humanitarian or conflict contexts.
  • Proven knowledge of the Cabo Delgado context.
  • Experience working with INSO, UNDSS, and in inter-agency coordination.
  • Fluency in Portuguese.

 

Supervision and Coordination

The consultant will work under the direct supervision of the Country Representative, and in coordination with Nacional Country Security Officer and in coordination with the Development Coordinator and the Palma Coordination Team. 

 

Deliverables and Payment Schedule

The technical proposal will be submitted together with a comprehensive financial proposal, in which all costs (including fees, travel and accommodation, and daily subsistence) are fully covered.

Ayuda en Acción proposes a payment schedule consisting of an initial 50% upon contract signature and a final 50% upon delivery, verification, and dissemination of all agreed deliverables.

 

Intellectual Property

All deliverables will be the exclusive property of Ayuda en Acción.

 

Proposal Evaluation Criterial

  • 60% – Financial proposal.
  • 40% – Curriculum Vitae / Relevant experience.
