Knowledge and Experience:
- Master’s degree in International Development, Economics, Project Management, or a related field.
- At least 8 years of experience in development program management, including significant experience in conflict-sensitive regions and compliance-heavy environments.
- Expertise in financial management, donor reporting, and compliance frameworks. Knowledge and experience working with international donors (such as the EU, BHA, UN, etc.), as well as familiarity with Spanish cooperation, is highly desirable.
- Well-versed in impact evaluation techniques, familiar with various evaluation frameworks such as the Development Effectiveness Criteria (DEC) and capable of applying these in varied contexts.
- Proficient in applying MEAL principles and practices to ensure program quality and accountability.
- Strong leadership and team management skills, capable of motivating and directing a diverse team.
- Excellent writing abilities with proficiency in drafting clear and comprehensive assessment and project reports in English.
- Exceptional planning, coordination, and reporting skills, adept at managing extensive workloads involving complex and diverse tasks.
- Strong communication skills, capable of effectively working and collaborating in multicultural and geographically diverse environments.
- Flexibility to adapt work practices and schedules, including the capacity to collaborate with rapid response teams during emergencies.
- High level of English and Portuguese required to effectively communicate in key operational regions; Spanish is highly desirable to facilitate broader regional interactions.
